India has started issuing licenses for exporting cotton to Pakistan and Bangladesh, the Business Standard reported, citing trade officials it didn’t identify.

Licenses to ship 100,000 bales have been issued to about a dozen exporters, the newspaper said. Cotton exports will be subject to a duty at a flat rate of 2,500 rupees a ton for all varieties, it said.
In May the government put cotton, cotton waste and carded or combed cotton under the restricted export items list, with every shipment requiring a license, it said.

i think wrong decesion that Govt has put cotton, cotton waste and carded or combed cotton under the restricted export items list, which i think will harm slightly towards poor Farmers economy & benfit to other supply chain.

banning of cotton waste is foolishness.since comber noils(the waste extracted while making combed yarn)is not going out of the country ,the supply in domestic market is abundant, hence the open end spinning mills are using comber noils at cheaper prices.the worst thing is they stopped the purchase of other cotton wastes such as Flat strips,Lickerin droppings, blow room droppings. There is no buyers even @Re 1 per kg for blow room droppings and we are readying to use it as farm manure.Earlier the willowed droppings were used as part of raw material for open end yarns.we are wasting the wealth of the nation.Hence the combed cotton or comber noils must be allowed for export in the interest of our Nation.
