ACSA Announces Changes

The Memphis based American Cotton Shippers Association has announced that as of May 3, it is being represented in Washington, DC, by The Macon Edwards Company and Delta Strategies.

Macon Edwards served the National Cotton Council as vice president of Washington Operations prior to forming his own company to represent not only cotton-industry clients, but other agriculture-related industries, as well.

Scott Parsons, Delta Strategies principal, previously served as legislative advisor, and later Chief of Staff, at the Commodities Futures Trading Commission, before moving to the private sector.

Edwards and Parsons will represent ACSA in relations with all legislative, executive branch, governmental and regulatory agencies in Washington in direct coordination with ACSA’s main office in Memphis, and with ACSA Executive Vice President William E. May.

ACSA also announced the retirement of Neal P. Gillen, effective July 31. Gillen, in his present capacity, serves as a consultant and General Counsel to the Association. ACSA will close its Washington, DC, office by September 1.

Gillen has represented the Association and its affiliated associations since joining ACSA in 1966 as Director of the Washington office. In 1969, he was named Vice President and General Counsel. He was named Executive Vice President and General Counsel in 1990 and served in that capacity until August 1, 2009, when he became a consultant to ACSA, as well as General Counsel.

ACSA President Jordan Lea of Greenville, SC, said, “ACSA members and the U.S. cotton industry have been served with great dedication and expertise involving a myriad of issues that Neal has been involved with for well over 40 years. Gillen’s knowledge and superb institutional, historical and legal perspective of the cotton trade, contracts, legislation, arbitral matters and governmental programs has benefitted every member of ACSA.”

Also effective August 1, John McQuiston, II, of the Evans & Petree Law Firm in Memphis will represent ACSA as General Counsel. “John brings an extensive background and knowledge of the legal aspects of the cotton trade, and is well respected within the industry for his expertise and professionalism. We are fortunate to have him as part of our new team,” said May.
