India to Allow Cotton Exports

The high-powered cabinet ministerial committee in India has decided to allow cotton exports from the country beginning November 1, 2010. The decision was reached on September 28 by the committee, which is chaired by India’s Finance Minister and includes the country’s Agriculture, Commerce and Textile ministers.

(Editor’s uppdate, September 29: The ICE December 2010 contract was down the 400-point daily limit to 101.25 today. The drop was partly blamed on India’s export decision and improving crop conditions there.)

The registration for exports will begin on October 1 with no export duty for the allowable target of 5.5 million bales (170 Kg/bale). Mr. Nayan Mirani, of Khimji Visram and Sons, Mumbai, who is also the Vice President of the Cotton Association of India spoke exclusively to Seshadri Ramkumar of Texas Tech University today from Champaign, IL, and broke the news on the decision of India’s government on cotton exports. Mr. Mirani said he was pleased with the decision of the government to allow exports, which will create certainty in the market.

Mirani said, however, he felt exports should have been allowed from October 1st as announced earlier. Mr. Mirani emphasized that India’s cotton farmers should get the price at international level. According to the Ministry of Textiles, Government of India, cotton acreage during the 2010/11 season is expected to be 11 million hectares and production is expected to be 5.53 million metric tons (MT), which is a 10 percent improvement over the 2009/10 season. India is also estimated to import 0.09 million MT of cotton.

It is estimate vs actual. While export of 5.5million bales will physically move the quantity out of cotton balance sheet, crop estimate for 2010-2011 can vary sizably due to various factors. The already redhot cotton market has caused enough damage to textile industry and any further adverse condition will only hasten the sickening of the industry. It would have been prudent to wait for crop arrivals till Feb 11 and then take a decision on export of cotton. Alternatively, the Govt could have permitted one million bales to start with and review situation later for additional exports looking to domestic market position.

Great and very good news for the cotton business in India as well as its neigbouring countries. This liberty to the indian cotton will benefit cotton indusry of Asian countries and will help to regulate world cotton business. Opening exports from 1st November seems to be a careful decision as the production targets will establish till then.

It was a good decission but little late. If was it decided one month earlier the prices would have not increased so much. China is biggest market and import quota validity is every 31st of Dec. Therefore within 40 days to export so much big quantity unnecessary will increase prices.
There is 1000s of contracts signed by Indians with their foreign buyers specially with Chinese at prices starting from USD:0.83/lbs onward 2-3 months before. Now every supplier is facing big losses and 99% will become defaulter as per prices on today. I suggest government of India to save the reputation of Indian supplier if they fixed MINIMUM EXPORT price USD:1.10-1.15/Lbs. This will help market remain steady and Indian suppliers will not become defaulter.

A VERY BAD DECISION. GOVT.OF INDIA WANTS TO CLOSE ALL SPINNING MILLS BY FAVOURING EXPORTERS/TRADERS
INSTEAD TO DEVELOP VALUE ADDED ITEM WHICH COULD HAVE ATTRACT MORE REVENUE AND APPORTUNITY OF MORE EMPLOYMENT, GOVT WANTS TO CLOSE TEXTILE INDUSTRY. YOU WILL SEE THE IMPACT WITIN 1-2 MONTHS AS MILLS WILL START COSURE.IN FACT THERE IS NO EXPORTABLE COTTON IN INDIA IF MILLS RUNS WITH INDIAS SPINDLE CAPACITY AND Y HAVING A C/F STOCK REASONABLY.
